Message from the President – IRCC update

Dear colleagues,

I want to provide an update on the College’s ongoing efforts following decisions made by Immigration, Refugees, and Citizenship Canada (IRCC) to cap international student study permits for 2024 to 2026, and its more recent announcement to reduce certain programs’ eligibility for Post-Graduate Work Permits (PGWP).

These decisions carry substantial consequences for the entire post-secondary education sector in Canada, and Algonquin College is not immune to the negative impacts. Together, the IRCC policy changes are creating unprecedented financial challenges for the College.

Among the most pressing concerns are the following:

  • The College’s 2024-25 Second Quarter Projection Report confirms that international student enrolment will be short by nearly 2,400 incoming students in comparison to the budget target of 7,447 new international students. This enrolment shortfall, which has a multi-year impact, will contribute to an overall revenue decrease of $32 million (as compared to the approved Annual Budget).
  • A recent internal review indicates that approximately 65 per cent of the programs the College currently offers have been deemed ineligible for PGWPs for international students based on the IRCC’s criteria.
  • These programs attract high enrolment from international learners. If the IRCC’s work permit decision remains unchanged, our ability to attract international learners will continue to be significantly impeded.
  • The College also continues to face sustained financial constraints due to the provincial government’s ongoing freeze on domestic student tuition fees, which started in 2018-19 following a 10 per cent reduction that reset tuition to 2015-16 levels.
  • Adding to this challenge, the provincial government funding that supports our operations has had only minor increases over the past seven years, with no adjustments to help cover the rising costs from inflation.

As a result of these challenges, I have tasked the College’s Executive Team to prioritize the needs of our learners and focus on the College’s financial sustainability. Current mitigation measures include, but are not limited to, the following:

  • Deferring expenses wherever practical and reasonable and reducing corporate expenditures.
  • Reviewing all hiring and staffing decisions to ensure that only roles that are essential to supporting learners and priority needs are being processed.
  • We will be taking a measured, fair and transparent approach in order to mitigate impacts on employees.

To be clear, the government policy decisions that have been announced will be with us for some time, and this will compound the financial impact on the College in the years to come. It is therefore imperative to take measures and make difficult budgetary decisions now, knowing that some actions will take time to be fully implemented and have the outcomes realized.

You should note that we continue to vigorously advocate for changes to these IRCC decisions. We are collaborating with provincial and federal government, as well as post-secondary partners – including Colleges Ontario and Colleges and Institutes Canada – to emphasize the significant contributions our graduates provide in all sectors of the economy.

Together with the Executive Team, I am committed to keeping you informed on these important issues and ensuring that any updates relevant to individual departments are shared promptly.

Message from the President – Middle East conflict

Dear learners and colleagues,

As we approach the one-year mark of escalating geopolitical conflicts in the Middle East, the Algonquin College leadership team continues to monitor the situation and understands the deep impact this has on many in our community, including learners, employees, and their families. Our hearts go out to those who are experiencing distress during these challenging times.

At Algonquin College, we remain committed to supporting all members of our community. Last year, we issued a similar message of support and once again, we want to reaffirm that a range of resources are available to anyone who may need them.

Learners have access to a range of on campus and community-based Student Mental Health & Wellness supports in a way that works best for them, from self-led resources to group programming.

International students can also reach out to the International Education Centre for other resources.

Employees have access to Algonquin College’s confidential Employee Family Assistance Program (EFAP) through TELUS Health (formerly LifeWorks). Should you require support accessing the service contact Human Resources, Wellness and Abilities at disability@alonquincollege.com.

We encourage anyone to reach out to Security Services if they are concerned about their personal safety or the safety and security of our College community. Your well-being is our priority.

In line with our support of Bill 166, the Strengthening Accountability and Student Supports Act, the College has existing policies that address inclusion and diversity, respectful workplaces, upholding free speech and codes of conduct. We will continue to uphold its responsibility to have policies and rules that address racism and hate, as well as supports for student mental health.

We recognize that this is a difficult time for many, and we stand together as a community, offering our support to those who need it. Please remember that you are not alone and help is available if you need it.

Yesterday, the Minister of Immigration, Refugees and Citizenship Canada (IRCC) announced a national cap on study permits for two years. We understand this announcement is raising questions and concerns, particularly among our international student community.  

To summarize, the federal government plans to issue approximately 360,000 **NEW** study permits for 2024, which is a 35 per cent decrease from 2023. At this time, we are still waiting to hear from the Ontario provincial government to understand how study permits will be distributed in Ontario’s post-secondary sector and how it will impact Algonquin College. 

You should note that the recent announcement exclusively impacts new applications and does not affect current international students residing in Canada, including those with existing study permits or undergoing permit renewals. Furthermore, current participants in partnership programs with private career colleges are assured continued eligibility for post-graduate work permits.  

For those applying or holding offers for the Fall 2024 term, we understand the anxiety you may be experiencing. We are actively working to mitigate any potential consequences and will keep you informed as this situation unfolds. Algonquin College has always been a leader in providing high-quality experiences and first-class education for students from around the world. Your wellbeing and continued success remains our top priority.

I am reaching out to address the recent announcement from the Minister of Immigration, Refugees, and Citizenship Canada (IRCC), which has prompted questions and concerns within our College community.

Algonquin College has a long-standing commitment and legacy of providing high-quality education and experiences to students from around the world, and the well-being and continued success of our diverse community remains central to our vision and mission.

Recognizing the challenges posed by the short timelines for the announced changes, we want to assure you that we are actively engaged in addressing concerns and advocating for the best interests of our entire College community. As we prepare to take a well-deserved pause for the upcoming holiday season, I am filled with appreciation and admiration for the unwavering dedication, hard work, and commitment that each of you has demonstrated throughout the past year. Your collective efforts have contributed significantly to making Algonquin College a vibrant and inspiring community for learning and personal growth.

Many of us will be celebrating the holidays, or simply enjoying precious moments with friends and family. I also know that some among us may experience a different situation, either due to loneliness at this time of year, or due to feelings of anxiety or concern for the well-being of family and friends affected by conflicts or other tragedies around the globe.

I encourage everyone to stay connected and reach out if support is needed. Our community has consistently demonstrated a commitment to our core values – standing together in times of need. This spirit of unity is a source of profound gratitude for me, not only during this festive season, but throughout the entire year.

Like many of you, the College’s leadership team has been watching the horrifying developments in Israel and Gaza this week.

We understand that these unfolding events may be causing concern, fear and distress among members of our community. In these challenging times, it is of the utmost importance that we uphold our College values, extend kindness, understanding and empathy towards one another, and maintain healthy, safe and respectful environments on our campuses. We place the safety and wellbeing of every learner and employee within our community as a top priority.

We have seen this situation create heightened tensions around the world, including here at home, and our Risk Management team will be increasing vigilance to ensure our campuses are safe and secure. The College has zero tolerance for any incidents of hate and treats all reports of antisemitism, Islamophobia, intimidation, threats, harassment, or violence with the greatest seriousness.

We also recognize that you may be grappling with a range of emotions. For some of our learners, being far from home and away from loved ones during such moments can intensify these feelings.

Please know that you are not alone. If you find that you require additional emotional support in the coming days, please do not hesitate to reach out. Our dedicated team is here to assist you. Please know that our International Education Centre has also reached out to students from the impacted region.

As we embrace the summer season and a well-deserved long weekend, I wanted to express my sincere gratitude to each and every one of you for your tremendous efforts in ensuring the success of our recent graduates and the 2023 Spring convocation ceremonies. These ceremonies are always a highlight for me as we witness our graduates proudly crossing the stage and celebrating with their loved ones, as we honour their achievements.

Organizing and executing convocation is a significant undertaking, and I would like to acknowledge the countless individuals who dedicated their time and expertise to the planning and logistics. The ceremonies were flawlessly executed, meaningful, and left a lasting impact on all those who attended in person or watched online. To those who remained on campus, diligently ensuring that our regular operations continued without a hitch, I extend my heartfelt appreciation for keeping things running smoothly.

As we approach the end of the month, Canada Day looms just around the corner. Traditionally, this is a time to celebrate and enjoy festivities with friends and family. I would also kindly invite each of you to take a moment to reflect on the historical context of colonialism and explore ways in which we can collectively deepen our understanding of our country’s past. By doing so, we can work together to foster new, improved, and more resilient relationships as we move forward. Your thoughtful engagement in this reflection will contribute to our shared growth and progress.

As we prepare to embark on the long weekend, I want to thank you for your patience and flexibility over the last couple of days, and your many contributions to making Algonquin College such an incredible place to learn and work.

I know many in our College community have been impacted by yesterday’s ice storm, with many across our region still without power. College leadership has been monitoring the situation, and would like to provide the following updates:

  • All College campuses – Ottawa, Pembroke and Perth are open and all classes are running on normal schedules.
  • AC Online continues to operate on normal schedules.
  • We understand that some learners and employees are still struggling with the after effects of the storm, including power outages and connectivity issues.
  • For learners in need of academic support, please connect with your teachers and program coordinators when you are able to discuss options. Please continue to monitor your College email, social media and Brightspace for any updates.
  • For employees impacted by the storm, please connect with your supervisors when you are able to discuss how you can best be supported at this time.
  • For learners on co-op work terms with employers or on placements, your safety is the top priority – if you are unable to attend due to safety issues, or other circumstances due to weather conditions you are not required to attend. When/if you are able, please contact your co-op employer and your Co-op Department contact, or placement coordinator, for updates to make them aware of your situation.
  • The Early Learning Centre at the Ottawa campus is operating on its normal schedule.

College leadership has been monitoring the forecast today (April 5) with rapid accumulation of freezing rain and ice in parts of our region continuing into this afternoon and evening. As a result, please be advised of the following updates to this morning’s message:

  • All remaining in-person classes at the Ottawa and Perth campuses this afternoon and evening (April 5) are cancelled.
  • All classes at the Pembroke campus have been cancelled today (April 5) and the campus has also been closed for the remainder of the day.
  • Learners will not be penalized for missing any classes and should monitor their College email accounts and Brightspace for updates on accommodation and scheduling.
  • AC Online programming continues as scheduled.
  • Your safety is the top priority. As such, the Ottawa and Perth campuses remain open.
  • Learners can either go home, or stay on campus.
  • Any employee that is non-essential to operations may also go home, or stay on campus. If you have questions, please check with your manager/supervisor.
  • Please note, that Human Resources will be also providing an update to People Leaders.
  • The main Ottawa campus cafeteria will remain open.
  • The Early Learning Centre will close today (April 5) at 4 p.m. For parents unable to arrive by that time, employees will be on site to accommodate later pick-ups.
  • For learners on co-op work terms with employers or on placements, your safety is the top priority – if you are unable to attend due to safety issues, or other circumstances due to weather conditions on April 5, you are not required to attend. Environment Canada has issued a special weather statement for our region this morning (April 5). College leadership has been monitoring the forecast, which indicates a rapid accumulation of freezing rain and ice in parts of our region. As a result, please be advised of the following:

  • All classes at the Pembroke campus will be cancelled today (April 5). The campus has also been closed for the remainder of the day. Pembroke learners are advised to monitor Brightspace for updates, and will not be penalized for today’s class cancellation.
  • Ottawa and Perth campuses currently plan to remain open, and classes are proceeding as scheduled. However, safety of employees and learners is the top priority. College leadership will continue to monitor the situation. Should the forecast change to predict greater storm impact, further announcements may follow.
  • AC Online programming continues as scheduled.
  • Learners who are scheduled to be on campus are strongly encouraged to monitor their College email accounts, social media and Brightspace for any updates on scheduling.

The leadership team at Algonquin College has been monitoring continuing news coverage of the devastating earthquake in Turkey and Syria. We know that many in our College community will be impacted by these horrible events, which continue to unfold and will have consequences for many months to come. Our thoughts and prayers go out to those impacted and their families at this very difficult time.

If you, or someone you know, is impacted by these tragic events, please reach out for support to the following resources:

Algonquin College learners can access counselling services through a same or next day appointment, where a counsellor will meet with you and support you in developing strategies to manage the difficult emotions that you may be experiencing. To do so, please call 613-727-4723 ext. 7200, email: welcomecentre@algonquincollege.com, or visit the Welcome Centre (3rd Floor, Student Commons). You can request urgent or same day counselling by contacting the Welcome Centre.

Resources can also be found at Student Support Services Mental Health website, and a number of helpful apps and online tools can be found through the WellTrack service.

For accessing emotional support outside of office hours, you can call Good2Talk, which provides free, confidential support services for post-secondary students 24 hours a day, 365 days a year at 1-866-925-5454 or by texting GOOD2TALKON to 686868.

Employees can a find detailed list of wellness supports here and are encouraged to reach out to Human Resources. Employees may also wish to connect with LifeWorks, AC Employee Family Assistance Program. Several helpful apps and online tools can also be found in the WellTrack service.

Events like this can be overwhelming and distressing and present uncertainty, difficult emotions, and cause people to have many questions. Please know that the College is here for you, and encourages anyone in need of support to take advantage of the resources offered.

As we open our doors for AC Day 1, I want to welcome everyone and share some information with you.

  • Throughout this week (January 9 – 13), Here2Help booths with be set up at all major access points across the Ottawa campus. Take a moment to chat with a Here2Help volunteer for campus directions, and tips and tricks for campus life.
  • For learners at our Perth and Pembroke campuses who require assistance navigating campus, you can book a campus tour with Explore AC here.
  • Student information sessions. Explore AC will also be hosting live 45-minute Question & Answer webinar sessions from January 16 to January 26 to answer program-specific questions. We have reached the end of the busy Fall 2022 term and as the year draws to a close, I want to extend my thanks to you as a community and wish you and your families a festive and special holiday season.

The return of our campuses to heightened in-person activity levels has given our entire College community a renewed sense of connectedness. I can see it as I visit the campuses, and as we convene at various events – enjoying all the first-class amenities and experiences available in Ottawa, Pembroke, Perth and AC Online.

The last few years have been extraordinarily challenging, and as we remain vigilant in the face of ongoing public health challenges, I am so grateful for the extraordinary resolve and innovative spirit of every learner and employee.

This time of the year can bring its own set of stresses, and my holiday wish is that amidst all the hustle and bustle of the season, you take the opportunity to look after yourself, and those closest to you. I truly hope that each of you can enjoy some well-deserved time with loved ones in the days ahead.

College leadership has been monitoring the forecast, which indicates a rapid accumulation of snow. As a result, please be advised of the following:

  • All College campuses currently plan to remain open on December 16. However, safety of employees and learners is the top priority. College leadership will continue to monitor the situation. Should the forecast change to predict greater storm impact, further announcements may follow.
  • Learners who are scheduled to be on campus for final assessments, or other scheduled activity, are strongly encouraged to monitor their College email accounts and their Brightspace accounts for any updates on scheduling.
  • Learners who are unable to attend campus, or a scheduled final assessment or activity due to weather conditions on December 16, should contact their program coordinator and/or teacher to discuss accommodation.
  • Employees scheduled to be on campus on December 16, who cannot attend due to weather conditions, should contact their manager/supervisor to discuss accommodations.
  • For learners on co-op work terms with employers or on placements, your safety is the top priority – if you are unable to attend due to safety issues, or other circumstances due to weather conditions on December 16, you are not required to attend. When/if you are able, please contact your co-op employer and your Co-op Department contact, or placement coordinator, for updates to make them aware of your situation.

We understand that some parents have been informed by their children’s respective school boards that, as the result of a work stoppage, local school closures may occur as early as this Friday (Nov. 4). The situation stems from ongoing negotiations between the Ontario Government and the Canadian Union of Public Employees.

While we remain optimistic that a settlement can be reached, we would like to encourage anyone who could be impacted by this situation to consider how this might affect your normal family routines. School boards are being impacted differently, therefore you may want to check with your local school to evaluate how your personal situation might be affected.

We realize this situation has created uncertainty for many families of learners and employees so we want to provide some information to help you plan.

As the trees across our campuses shift from green to vibrant shades of red, yellow and orange, I am reminded that October is a season of harvesting, preparation for the winter, and a time for being grateful.

Heading into the Thanksgiving long weekend, I am particularly thankful for our College community being able to come together more often in person, and for seeing the return of the energy and vibrancy to our hallways, shared spaces and classrooms. This is only possible because of your ongoing commitment to keeping our campuses safe places to work and to learn, and I encourage everyone to continue to remain vigilant in following all public health protocols (please click link here).

Please be advised that Rogers internet service has now been restored to Algonquin College campuses and to those using College devices. Information Technology Services has verified that all systems are operating normally. All classes and services will be running on regular schedules at Ottawa, Pembroke, Perth and AC Online campuses as of Monday, July 11. Service has also been restored to 700 Sussex.

Rogers has indicated there are still some customers who may experience a delay in regaining full service. For learners who may still be experiencing connectivity issues on Monday, July 11, please advise your program coordinator when possible. For employees who may still be experiencing connectivity issues, please contact your supervisor/manager when possible.

After careful consideration of the data from local public health officials, including steadily decreasing wastewater metrics, Algonquin College will suspend its mandatory masking policy for the majority of the College and academic programming, effective June 1.

Masking will continue to be required for any program where a regulatory body requires a masking mandate, such as massage therapy. Please check with your program coordinator to be sure.

Additionally, masking will remain mandatory for all those attending our convocation ceremonies in-person, in June.

Earlier today (May 28), the College’s Facilities Management team began the process of switching back the remainder of our Ottawa Campus to the Hydro Ottawa electrical grid. With power fully restored, Information Technology Services teams began the validation process to ensure all systems are working as expected.

I am pleased to report that both these processes are now complete. As a result, please be advised of the following effective Monday, May 30:

  • All classes – virtual and in-person – will resume on normal schedules at the Ottawa campus. The Program teams of faculty, coordinators, Chairs and Deans are working to develop recovery plans for Ottawa campus classes that were canceled. Those plans will be communicated with students upon their return.
  • AC Online courses will resume.
  • For those placements that were postponed, they will recommence. If you are unable to attend a placement due to power outage, connectivity or safety issues, please contact your placement site to advise them of your situation.
  • Co-op work terms with employers in Ottawa will also recommence. If you continue to be unable to attend due to safety issues, or other circumstances due to the aftermath of the storm, you are not required to attend. When/if you are able, please contact both your co-op employer and your Co-op Department contact for updates to make them aware of your situation.
  • The Early Learning Centre will be open.
  • All Corporate Training programming will resume.

We understand that some learners and employees are still struggling with the after effects of the storm, including power outages and connectivity issues. For learners in need of academic support, please connect with your teachers and program coordinators when you are able to discuss options. For employees, please connect with your supervisors to discuss how you can best be accommodated at this time.

Due to the massive storm that has affected large sections of the National Capital Region and the Ottawa Valley, the College’s Ottawa campus is currently without power, and in limited locations, is operating on backup generators.

Please be advised of the following schedule changes for May 24, 25, 26 and 27:

  • All classes – virtual and in-person – are cancelled at the Ottawa campus. The Program teams of faculty, coordinators, Chairs and Deans will be working to develop recovery plans for Ottawa campus classes that have been canceled. Those plans will be communicated with students upon their return the week of May 30.
  • AC Online courses are cancelled.
  • Placements in the Ottawa area have been cancelled for the remainder of the week. If you are in a placement outside of the Ottawa area that has not been affected by the storm and you are able to attend, you may do so. Some health programs may be required to make up time. If this is the case, you will be notified next week by your program staff to make any necessary arrangements. If you are able, please contact your placement site to advise them of your situation.
  • For learners in co-op work terms in the National Capital Region, your safety is the top priority – if you are unable to attend due to safety issues, or other circumstances due to the storm, you are not required to attend. Earlier this month, I announced that a number of planned changes to our COVID-19 policy would take effect on May 1, if there was not an identified heightened risk to health and safety for employees and learners.

In her most recent update, Ottawa’s Medical Officer of Health, Dr. Vera Etches, stated that Ottawa continues to see high levels of COVID-19 across the community, with individuals strongly encouraged to wear masks in indoor settings, particularly where physical distancing may be difficult or impossible. Her recommendation is based on wastewater data analysis, per cent positivity rates, outbreaks and hospitalizations during this prevailing sixth pandemic wave.

As a result of this direction from Ottawa Public Health, Algonquin College will maintain its mandatory COVID-19 mask policy after May 1 and until further notice. This means that all those required to attend our campuses must continue to wear a mask.

Reading the news and watching the daily disturbing images and videos coming out of Ukraine has been deeply unsettling. It is difficult to comprehend the sheer horror and destruction, and how this once peaceful country has been shattered, with so many lives forever altered or lost.

I know that many in our College Community are impacted by these events, in some cases on a personal level, and there is a strong desire to help. Knowing that we have learners directly impacted by the tragedy in Eastern Europe, we have been working right from the start of the conflict to help those most affected – those who may be struggling financially. In addition, today I am announcing a series of enhanced initiatives to offer further direct support to those learners in need, and also help with the humanitarian crisis:

I am pleased to announce that The College Employer Council and OPSEU/SEFPO have reached an agreement to enter binding interest arbitration, and that the strike that was scheduled to commence at 12:01am on Friday March 18, 2022, is called off. This also includes all work-to-rule activities.

I am grateful to all those who contributed to this resolution. Our entire College community – every employee and learner – has made many sacrifices during the last two years, and we have overcome many obstacles together. The news of this agreement is another example of the commitment we all share for providing quality education for our learners.

Given recent changes to Provincial guidelines on COVID-19 restrictions, I want to provide an update on the College’s requirements going forward.

  • The College’s active screening requirements at campus entry points will remain in place until at least the end of the Winter term.
  • All those required to attend our campuses in-person must wear a mask until at least the end of the Winter term.
  • Any changes to our policy will be communicated directly with employees and learners.

With careful consideration for the ongoing health and safety of those required to attend our campuses – and in line with Ontario’s 24 Colleges – Algonquin College will be maintaining its vaccine policy until at least the end of Winter term 2022. This includes maintaining our proof of vaccination requirement.

This decision comes after thorough discussions with local public health officials and the Chief Medical Officer of Health over the past week. As the Province lifted capacity limits in all remaining indoor public settings and discontinued vaccine passports as of March 1, it also provided businesses and other settings the choice to continue to require proof of vaccination.

Until further notice, our vaccination policy will remain unchanged – this includes providing proof of vaccination (two approved doses) or a valid exemption (as set out in our policy) and continued screening before being permitted entrance to our campuses. The news and images coming from Ukraine are devastating and I want to reach out to all those in our College Community who may be affected by this unfolding tragedy.

We have learners from both Ukraine and Russia currently enrolled and registered at the College. I know that some of our learners and employees also have friends and/or family directly affected by these events. I can confirm that our International Education Centre has directly connected by email with all of our students from Ukraine and Russia, and has offered them support.

This week, the Province of Ontario announced that it is moving forward with its next step in their reopening plan to cautiously lift some public health measures a few days earlier than expected, with additional restrictions being removed effective today (February 17, 2022).

The changes include increasing social gathering limits to 50 people indoors and 100 people outdoors, and increasing organized public event limits to 50 people indoors, with no limit outdoors. The Provincial announcement can be found at this link.

The Province has indicated that its decision is based on COVID-19 positivity rates falling and new admissions to hospitals and Intensive Care Units declining week over week.

The Province also announced this week – that if indicators continue to improve – it intends to take additional steps to ease public health measures effective March 1, 2022. This includes lifting capacity limits in all remaining indoor public settings. Ontario also plans to lift proof of vaccination requirements for all settings at that time. Should that be the case, this means that as of March 1 – as per Provincial direction – vaccine passports at the College will be discontinued. However, all screening requirements will remain in place for those who need to attend our campuses.

Like many of you, I have been monitoring the situation in downtown Ottawa as it continues to unfold and affect the City.

Last week, the College issued a post over social media to encourage all of our learners and employees who may be adversely impacted by the situation to reach out. I want to reiterate and extend that message today – to ensure that the entire College community is aware that we understand that the circumstances downtown can be distressing for some and we are here to help.

Learners, including those on work placements, should contact their faculty/placement support officers regarding any issues they may be experiencing. I urge faculty to show understanding and compassion to learners whose ability to engage in their studies is being limited by the protests.

As you know, Algonquin College is currently providing academic programming in a hybrid delivery mode until March 6, 2022, with the majority of theory courses being delivered virtually, and applied learning activities continuing in-person on campus.

Last week the Ontario Provincial government outlined the incremental steps it will take to lift public health measures between January 31 and March 14, 2022.

2022 Winter Term

The College leadership team has weighed a range of recommendations and factors to decide how the second half of the winter term will be delivered. These factors included:

  • Provincial regulations
  • Public health recommendations
  • The impact of physical distancing on the capacity of instructional spaces
  • The availability of our learners including our international learners to come to their campus
  • The results of the recent pulse survey on learner preference for the end of the term
  • The need for consistency and stability for the remainder of the term

We recognize there is no one single decision that will satisfy everyone’s desired approach. The recent pulse survey conducted with our learners indicates that the vast majority of students would prefer to remain virtual or hybrid for the remainder of the winter term.

As we prepare for AC Day 1 to kick off our 2022 Winter term, the Province of Ontario has recently announced new public health measures aimed at slowing the spread of the highly transmissible Omicron variant. This is in addition to the safety measures we had already put in place for the Winter term.

The announcement temporarily moves the province into Step Two of its Roadmap to Reopen with modifications and comes as Ottawa Public Health reported this week that we are facing a significant challenge with Omicron “rising exponentially” across the city.

Included in this week’s Provincial announcement is that social gathering limits have been reduced to five people indoors and 10 people outdoors, capacity at organized public events is limited to five people indoors, and employees are required to work remotely unless the nature of their work requires them to be on-site.

These new Provincial measures align with the College’s decision last month to have the majority of our academic programming begin as scheduled on January 10, but in a primarily virtual (remote) delivery mode until March 6th 2022 (until the end of Winter mid-term break).

Our College leadership team is closely monitoring all recent government-issued responses to
rising COVID-19 case counts, with particular emphasis on the risks associated with the highly
transmissible Omicron variant of concern.

As we have done throughout this pandemic, we need to adapt quickly to these changing
circumstances and ensure the safety of all employees and learners, particularly those who are
required to be on campus. As a result, I want to convey some important messages and
decisions.

The majority of our academic programming for the Winter term will begin as scheduled on
January 10, but in a primarily virtual (remote) delivery mode. Every class where remote delivery
is possible will begin as a virtual class. For those learning activities that cannot be delivered
virtually, on-campus delivery will continue, but with physical distancing requirements in place for
the entire campus. We will continually review the need for virtual delivery, but it is expected to
continue in this manner until March 7, i.e. until the end of our Winter mid-term break.

When we turn our calendars over to the month of December and daylight hours grow shorter, snow
shovels make their first appearance and our neighbourhoods begin to be lit up at night for the
holiday season, we know the winter season is upon us.

In these last few weeks before we take a well-deserved break, there will be a flurry of holiday-related
activities and final preparations for the fast-approaching Winter Term 2022. On this last point, the
Integrated College Development Planning Committee released its Transitional Return to Campus
Plan last week.

The Transitional Return to Campus Plan aims to provide a general planning framework to
administrative and academic leaders to achieve a coordinated, coherent and safe campus continued
reintegration and gradual resumption of in‐person, on‐campus activities for the 2022 Winter Term

Over the last few months, I have been spending most of my days working from the Ottawa campus. I often take the opportunity to walk the hallways and greet colleagues and learners – hearing how they are doing and listening to their feedback and ideas, always being energized by their enthusiasm and optimism.

Seeing this progress first-hand reminds me of how – from the beginning of the pandemic – our primary purpose has been to keep all learners and employees safe, while exploring every opportunity to gradually increase on-campus activity levels. This sure-footed approach has required patience and sacrifice from the entire College community. It has allowed us to pursue increased academic and other College activities, and allow many to safely work on our campuses, according to the most recent regulatory requirements.

I want to once again, thank the College community for its ongoing support for our Mandatory Vaccination Policy. Information gathered from our AC Mobile Safety App indicates that over 97 per cent of College community members attending campuses are fully or partially vaccinated – with the latter group required to continue rapid antigen testing until fully vaccinated. This is excellent news as we turn our minds to the Winter Term and increasing our on-campus activities through more in-person academic programming, services, and events. We can’t wait to see you, and are planning for a more vibrant and engaging on-campus experience – something that I know I look forward to with excitement.

I also want to remind everyone that October 30, 2021 is the date when “complete” vaccination is required – meaning you need to have received your last dose and have waited the requisite 14 days to be considered fully vaccinated. If you have not received your last dose – and undergone the 14-day waiting period by this point – you will not be allowed entry to the campus. This is extremely important as we approach the October 30 deadline and look towards finishing out the term. It will also help us prepare to welcome new and returning students to our campus in January 2022. Your steadfast commitment to health and safety is paying off – with an expected 70 per cent of academic programming expected to be in-person. I would like to start off this week’s communiqué with a note of thanks for your ongoing patience this past month as we implemented the College’s new Mandatory Vaccination Policy for the start of the 2021 Fall Term. Support for the use of the Algonquin Mobile Safety App to submit vaccine status information has been incredible, with over 11,500 applications submitted by College community members. Of these submissions, 92% are fully or partially vaccinated against COVID-19.

The month of October lies ahead and features three crucial deadlines related to our policy:

  • October 12: Those choosing to be unvaccinated by personal choice will not be permitted access to the campus after this date – unless they have been approved for an exemption (details on this process can be found here).
  • October 16: For those pursuing vaccination, this is the latest date you can receive your last shot in order to meet the College’s October 30 deadline for full vaccination. (Once you receive your last dose, you must re-submit your proof of vaccination via our AC Mobile Safety App or web portal).
  • October 30: This is the date complete vaccination is required – meaning you have received your last dose and have waited the requisite 14 days to be considered fully vaccinated. If you have not received your last dose – and undergone the 14-day waiting period by this point – you will not be allowed entry to the campus.

Once again, the excitement of AC Day 1 and the flurry of first week activities has re-energized our College Community and has fully engaged everyone for the fall term after some well-deserved summer vacation. A big thank you to those of you who were either teaching during the spring/summer term, were busy supporting our learners or preparing our campuses for the fall term.

We are now seeing that our gradual and safe approach to returning our campuses to their full vibrancy – and your continuing commitment to following public health guidelines – is paying dividends for everyone.

Half of the College’s programs now have an in-person component this term. We will also see a return of a limited number of organized events and an increase in support services on campus this fall, such as the re-opening of our libraries. This is another positive sign of the progress we are making together.

Driven by new public health recommendations and the growing impact of COVID-19 variants of concern, Algonquin College has decided to implement a mandatory vaccination policy for the Fall 2021 Term.

All learners, employees, contractors and visitors will require proof of COVID-19 vaccination – unless exempted – in order to attend in-person activities at our campuses in Ottawa, Pembroke and Perth. This includes those learners living in our Residence on the Ottawa Campus.

Starting September 7, the College will require those accessing our campuses to show proof they have received at least one dose of an approved COVID-19 vaccine – with a second-dose vaccination requirement to follow by October 12 at the latest.

In making this change, Algonquin College joins a number of post-secondary institutions across Ottawa, Ontario, Canada and abroad.

As we approach the end of July, I want to provide another update about our evolving plans for the Fall Term.

To begin with, it is important to note that 48 per cent of Algonquin College’s programs will include some component of face-to-face activity in the Fall Term – as the College continues to gradually and safely expand academic activities on our campuses while adhering to public health guidelines. (As a reminder, program-delivery details can be found here.)

Secondly, I am happy to announce that progression to Step 3 of the Province’s COVID-19 reopening plan allows the College to increase events and activities on-campus, which may not have been previously permitted. It is still necessary that events and activities conform to various restrictions and health and safety protocols, as such there is an ongoing need for the College to maintain oversight over campus activities. To support this, employees who are organizing events or activities will be required to submit an online form at least 10 days ahead of any planned event.

Recent notice from the provincial government regarding postsecondary students potentially returning to campuses in the fall is contingent on two important criteria; continued increases in province-wide vaccination rates and favourable public health indicators. The Province of Ontario also intends to release an updated Postsecondary Education Public Health Measures Framework in early August 2021.

The Province of Ontario has announced that it will be proceeding to Step 3 in its Roadmap to Reopen starting Friday, July 16 at 12:01 a.m. The announcement is welcome news and comes a week ahead of schedule, as key public health indicators continue to improve and the province-wide vaccination rate reaches set targets.

Recently Chris Janzen, the College’s Senior Vice President, Academic, provided an update on the Fall Term, which indicated that while plans for academic programming have been determined, a loosening of public health restrictions could allow for more service and activity options on our campuses.

The Province of Ontario will begin implementing step one of its Road to Re-open plan this Friday, June 11 after seeing key public health indicators improve, including encouraging province-wide vaccination rates and a decrease in COVID-19 cases.

Dear Colleagues and Learners:

As the College makes its final preparations for AC Day 1 and the start of the 2021 Spring Term next week, the recent announcement that the Province of Ontario is expected to open vaccine availability to all residents over the age of 18 by the end of May comes as welcome news.

Thanks to the anticipated arrival of additional vaccine doses, the opportunity for the majority of our College community to be immunized is now close at hand. I know that many of our employees and learners have already received their first injection, and I continue to encourage everyone to receive the vaccine when it is offered by checking the websites for Ottawa Public Health, the Renfrew County District Health Unit or the Leeds, Grenville & Lanark District Health Unit. Dear Colleagues and Learners:

The Province has extended its existing stay-at-home order and Ontario’s state of emergency to a total of six weeks (April 8 to May 19) – while adding enhanced public health measures and travel restrictions to curb the spread of COVID-19.

Our campuses will continue to operate as they have, in very limited ways, under these updated restrictions. These new restrictions will not require us to modify our present academic delivery model (the current state of restrictions on our campuses’ services are available here.) But it is crucial that attendance on our campuses is absolutely limited to only those students participating in hands-on instruction – indoor or outdoor – and those employees specifically authorized to attend campus in support of these activities.

A 28-day stay-at-home order came into effect in Ontario at 12:01 a.m. this morning. The Premier announced this order yesterday along with a new state of emergency declaration; the announcement extends restrictions established in the ongoing province-wide shutdown.

Our campuses will continue to operate, in very limited ways, under these updated restrictions – similar to the stay-at-home order that was in effect at the start of the Winter Term. These new restrictions will not require us to modify our present academic delivery model. (Again, you should not visit campus unless you are a student participating in hands-on instruction or an employee who has been specifically authorized to attend campus in support of these activities.)

This afternoon, the Premier announced that Ontario would move into a 28-day province-wide shutdown on the province’s COVID-19 response framework as of Saturday, April 3 at 12:01 a.m.

Our campuses can continue to operate under the new restrictions – similar to the previous Ontario shutdown that ended in early February.

While the vaccine rollout strategy is well underway, our communities are now dealing with a third wave of COVID-19 – as evidenced by rising case rates, rising hospital ICU admissions and the increasing emergence of variants of concern.

The ongoing rise in Ontario COVID-19 cases and hospital ICU admissions are a clear reminder of the need for our continued vigilance in the face of this pandemic – especially when engaging in any kind of activity outside of our households. As you may be aware, Ontario has introduced less restrictive capacity guidelines for restaurants in its red-control zone – allowing for 50% capacity for indoor dining spaces subject to appropriate social distancing and table capacities. Dear Colleagues and Learners,

Nearly one year ago, on March 13, 2020, the College temporarily suspended classes due to COVID-19 in order to give time for our faculty and staff to pivot and start delivering curriculum and services remotely. In those early days of the pandemic, we faced many unknowns, ever-evolving public health recommendations, and difficult decisions. In fact, the Prime Minister has designated today, March 11, a National Day of Observance to commemorate those who have died and the significant impacts we have all felt because of COVID-19.

While much has changed, those core challenges remain the same. Since last March, COVID-19 has had a major impact on our College community. In particular, Campus Services has been significantly impacted due to limited on-campus activity, and because the level of on-campus activity is anticipated to remain limited over the spring/summer term, we have made the difficult decision to close Food Services at the Ottawa campus as of May 1, 2021. This closure is indefinite until there is more clarity for planned campus activities. Food will be available at Students’ Association locations.

On Monday, the Premier announced that Ontario’s State of Emergency would end on Tuesday, February 9 – allowing for a gradual reinstatement of a regionalized system of assessment and restrictions.

The existing stay-at-home order and shutdown measures will remain in effect in individual communities and regions until they transition back to the province’s revised COVID-19 response framework. Ottawa and Perth are scheduled to return to this system on Tuesday, February 16 while Pembroke returns today (Wednesday, February 10). As part of the revised framework, non-essential retail will be allowed to open in some zones with strict capacity limits and other new safety measures.

I hope that you are all enjoying the warmer weather this week — a confirmation that summer is officially arriving on Saturday and, with it, some positive news and events around our College.

Last week, the Ontario government announced that we could resume in-person education on a limited basis, starting in July. This is most welcome news as it will allow us to help our learners in programs that support essential front-line, high labour-market demand areas. We are working with our government partners and following public-health guidelines in order to successfully open our doors again and we are very excited to welcome learners and faculty in Massage Therapy, Cardiovascular Technology, Diagnostic Cardiac Sonography, Diagnostic Medical Sonography, Welding and Fabrication Technician, Automotive Service Technician and Forestry back to our campuses. Not only will these programs produce graduates trained in critical areas, but they will also help us lay the groundwork for the return of more programs in the future.

Dear Colleagues and Learners,

The Chief Medical Officer of Health for Ottawa announced earlier this afternoon that the number of confirmed coronavirus (COVID-19) cases has doubled in one day and is now asking all people in Ottawa to increase their practices of social distancing, meaning:

  • Limiting non-essential trips out of the home;
  • Working to maintain a distance of 1-2 meters from other people as much as possible;
  • Keeping children at home and not at daycares if possible;
  • Implementing where possible options for workers to work from home or at a distance from one another at work.

Further to our recent communique, the Canadian Government has recently announced a global travel advisory to avoid all non-essential travel outside of Canada. Further, the Canadian and Ontario governments have recently requested that ALL persons returning from international destinations self-isolate for 14 days.
