Job Description:

Reporting to the Local Immigration Partnership Administrator, the Research Officer is responsible for providing specialized research, measurement and evaluation support to the Local Immigration Partnership of Renfrew & Lanark (LIP) and its supporting response programs, helping to achieve the project’s contractual obligations. The Research Officer provides a high level of research expertise to the LIP’s Project Administrator and community partners. Key responsibilities include the following: conducting research on subjects related to the project’s operations; compiling and synthesizing research into backgrounders, briefing documents, and other forms; presenting research findings to the Project Administrator and partners/stakeholders for use in evidence-based decision-making in a variety of forms (ex. Slide decks, Word Documents, etc.); researching grant opportunities and assisting with grant preparation and writing; monitoring local, national, and international news sources for information related to the project’s objectives; assisting with outreach activities; drafting media releases/advisories and marketing material; corresponding with internal and external stakeholders; participating in LIP Council meetings; participating in appropriate professional development activities; providing functional assistance to the Project Assistant in the absence of the Project Administrator; and representing the LIP at meetings in the absence of the Project Administrator.

The measurement and evaluation component of the role is a necessary function for the success of the project as well.  The LIP project steers and reports on the results of the spin-off programs created in response to gaps identified through consultation. Skills to perform this portion of the role encompass baseline evaluation and assessment tool development, indicator selection, survey design and delivery and collecting narrative reporting using innovative tools such as video and animated modelling of data.

The Research Officer also performs additional office administration duties as required. A critical factor to success in the role is conducting local field research within the region and having a robust understanding of the rural communities the LIP serves.

The Local Immigration Partnership office is located in Pembroke, ON and travel throughout Renfrew and Lanark Counties is a regular activity. A valid G driver’s license and confidence driving on the highway and on rural roads is essential to this role. On occasion, flexibility for working hours is required, where the Project Officer may need to work in the evening, on a weekend or early in the morning. It is critical that the successful candidate demonstrates the ability to self-start and maintain a workflow outside of direct supervision on a daily basis. Working from home is a likely normal state for the team as the project navigates the requirements of the newly formed pandemic safety protocols.  Academic research skills are a must.

Duties and Responsibilities:

  • Local/Regional field, internet and document research;
  • Provincial and National research of best practices in settlement and integration, inclusion and diversity;
  • Global thought-leadership and policy research;
  • Analyzing findings and presenting those findings in an approachable way to staff and community partners;
  • Participating in meetings and collaborative environments in order to contribute to solution development;
  • Developing ways to communicate findings to the public in a meaningful way;
  • Developing baseline data collection tools for ongoing measurement of change;
  • Creating surveys and distribution channels for response collection, data validity and analysis;
  • Selecting indicators that reflect feasible yet meaningful performance outcomes;
  • Assisting project partners who engage in spin-off program creation identified by LIP with measurement and evaluation framework development;
  • Other duties as assigned.

Required Qualifications:

  • Minimum three (3) diploma/degree or equivalent in Humanities, Social Sciences, International Relations and Development Economics;
  • Minimum three (3) years experience in measurement and evaluation of publicly funded programs;
  • Bilingualism (English and French) is preferred;
  • Academic Research skills;
  • Full understanding of the rural community context of the specific region (Renfrew and Lanark Counties);
  • Intercultural Competency experience.
